Blackburn Moore of Clarke and Frederick Counties and the city of Winchester is the son of Edgar Blackburn and Beulah Hunter (Hardesty) Moore. He was educated at Davidson College and Cornell University. He is a fruit grower, farmer and banker. He was a member of the House of Delegates, 1933-68 and a member of the State Water Control Board from its creation in 1946 until 1970, serving as its chairman during most of that time. He served as Speaker for nine consecutive terms, the second longest in the history of the House of Delegates, and was a dominant force in Virginia politics. He married, September 8, 1920, Dorothy Parker, daughter of Charles Walter and Louise Everett (Anthony) Parker of Charlotte, North Carolina.
