  • Bio Information: Born in Richmond, Va., September 5, 1864. Died in Richmond, Va., March 9, 1944. Buried in Shockoe Cemetery, Richmond, Va. Thomas H. Bigger was the son of John Bell and Annie (Muse) Bigger. After the death of his father, the Clerk of the House of Delegates, on June 7, 1899, he was appointed as successor by Governor John Tyler, Jr. He called the House to order on December 6th of the same year, but William Henry Mann of Petersburg was elected Clerk. He served as secretary of the State Board of Agriculture. At the time of his death, he was a clerk in the Bureau of Insurance of the State Corporation Commission. He married, November 10, 1896, Ruby Vaughan, daughter of Luther Boxley and Harriett Madelaine (Ruby) Vaughan. Photograph on file in the office of the Clerk of the House of Delegates. While he was Clerk of the House, the Speaker was JOHN F. RYAN.
